How to Sell a Flat in Cyprus Faster

Cyprus has no official statistics on how long a flat waits for a buyer. But what determines the speed of a sale is clear. The key factor is whether the flat has a title deed: without one, it can be sold only by assigning the contract, and fewer buyers are interested in such a property.

Title deed

The title deed is issued by the Department of Lands and Surveys, and only it finally secures the flat to its owner. If the flat has one, the sale is straightforward: the parties sign a contract, the buyer pays, and the Department transfers the flat into the buyer's name.

Without a title deed, the seller is not yet formally the owner. This happens with new-build flats where the developer has not completed the paperwork for the whole building. In that case the flat can only be sold by assignment — transferring to the buyer the seller's rights under the contract with the developer. Such a deal is more complex: the buyer takes on the same risk the seller did, and a bank is unlikely to provide a mortgage for it. The scale is large: in a 2025 review, the Cyprus Audit Office found 9,746 assignment contracts.

If the title deed is delayed because of the developer's debts to a bank, Law 110(I)/2025 may help. It lets buyers whose contracts were lodged before 2015 become owners.

Price compared with the district market

Most transactions in Cyprus take place at the lower end of the price range. In Larnaca, for example, 81.9% of resale flats sold in January–June 2026 went for under €150,000. The closer a flat's price is to the typical level for the district, the more people can afford it.

If the price is noticeably higher than for similar flats nearby, the sale drags on. Before listing a flat, it is worth checking what similar properties in the same area cost. The buyer's bank will also value the flat: if the valuation comes in below the price, the loan will be smaller, and the buyer will have to top up or negotiate.

Which documents to prepare in advance

A sale stalls when documents are gathered only after a buyer has been found. It is better to prepare them before the listing goes live:

  • the title deed;

  • a Department of Lands and Surveys search certificate on mortgages and restrictions;

  • tax clearance from the Tax Department;

  • receipts showing that the municipal fee, sewerage and water have been paid;

  • an energy performance certificate — a flat cannot be sold or let without one;

  • the building permit and the certificate showing the building was approved for use;

  • if the flat is mortgaged, the bank's consent to release the mortgage on sale.

Since December 2023, the seller has had to attach a search certificate on mortgages to the contract and, where there is a mortgage, the lender's declaration. If these documents are ready in advance, the contract can be signed straight away.

"The most time is lost not on finding a buyer but on paperwork. A seller finds a buyer within a month and then waits another two months for a tax clearance certificate or the bank's consent," explains a Nicosia lawyer who handles property transactions.

A buyer from outside the EU can sign the contract and pay straight away, but the flat can be registered in their name only after the permit arrives. The rules for each group of buyers are covered in our article on who buys property in Cyprus.

Condition and age of the building

A large part of the resale housing stock in Cyprus is old. In Larnaca, for example, the median build year of flats sold in 2026 is 2007, and of houses 1998. A buyer of an older flat factors renovation into the price, so a flat with no visible problems sells faster.

What buyers check first:

  • the condition of the roof, windows and insulation;

  • whether the air conditioning and water heater work;

  • whether there is a lift and parking;

  • whether there are arrears on the complex's common expenses.

Rental demand

A flat that is easy to let is bought not only to live in but also as an investment, which widens the pool of potential buyers. Rental demand is higher near universities, business districts, hospitals and in resort areas that are lively all year round.

If the flat is let, it is worth saying so in the listing and attaching the tenancy agreement. For a buyer looking for a rental property, an existing tenant is an argument in favour of the deal.

What selling costs

The estate agent's commission is usually paid by the seller. Where the contract does not set the amount, the statutory rate of 3% applies. Estate agents in Cyprus must be registered, and it is best not to work with one who is not.

Tax on the gain from a sale is 20%. From 2026, €150,000 of the gain is tax-free where the flat was the seller's home for the last 5 years, or €30,000 if, for example, the flat was let. The tax has to be settled before the transfer, otherwise the land registry will not register the buyer as owner.

Who should allow more time for a sale

  • Owners of flats without a title deed. Not every buyer will take an assignment, and banks usually do not lend on one.

  • Those pricing above the market. The buyer's bank will value the flat, and a gap between the valuation and the price can derail the deal.

  • Those whose flat is mortgaged. You will need the lender to agree, so ask early.

  • Those selling to a buyer from outside the EU. The transfer is possible only after the district administration grants its permit.

What changed for sellers in 2026

  • The tax-free amounts on a sale have risen: €150,000 for a main home and €30,000 for other sales.

  • Stamp duty has not applied since the start of 2026.

  • Law 110(I)/2025 helps owners whose title deeds are held up by developer debt, if their contract was lodged before 2015.
