Cyprus Recorded 21,387 Property Transfers in 2025 Worth €4.73 Billion

On 18 September 2026 Cyprus's Ministry of Interior presented its 2025 property market results: 21,387 title transfers, roughly level with 2024 in terms of volume. The value side told a different story, up 10% to €4.73 billion.

Interior Ministry director-general Elikkos Elia spoke on behalf of Interior Minister Konstantinos Ioannou, confirming that the government is revising the key planning frameworks that govern how building permits are issued and development projects approved, tying the reform directly to housing policy.

First town planning officer Heraklis Achniotis also addressed the briefing on behalf of the Department of Town Planning and Housing, stressing that the planning reform is meant to speed up how projects move through the system, not just record current figures.

What it means in practice: transaction volumes have levelled off, but the market is getting more expensive, meaning the average deal size has grown. For buyers, that fits the pattern of recent quarters: supply still isn't keeping pace with demand.
